On those two covers, Swiss EUROPA stamps have been use as TAX stamps. First cover posted from Italy bears the 50c 1960 Swiss Europa stamp and second cover posted from France bears the 30c 1962 Swiss Europa stamp. Both have the T surcharge indicating that the stamps were used for TAXATION purpose.
